We already have that " model ", and have had it for multi yrs, in the B/room genre... it still has not prevented people teaching, without qualis ( and again, an exam does not guarantee quality teaching.. only a testament to knowledge )..the downside of this, is this.. it is capital expenditure for the individual, who is convinced, that they do NOT need any further training beyond their current capabilities .
