I wouldn't guarantee it. A little off topic but:

I had assumed that, until a friend of mine got a parking ticket which was utterly incorrect and as such he didn't reply to any of the letters and ended up going to local magistrates court. On the basis that no offence had been committed, he knew they had no evidence to present to prove his guilt and was looking forward to the parking attendent embarrassing himself in court.

As he expected the council were unable to supply evidence of an offence so the parking fine was cancelled. However what he didn't expect was the magistrate to turn around and order him NOT the council to pay court expenses. The reason being that my friend had allowed the case to go to court when by communicating with the council he could have had the penalty cancelled in the early stages of the process.
