Up until last-year bailiffs had no legal right of entry unless it was to recover debts owed to say the state, local-council, etc. Without right of entry a bailiff could only sieze goods and chattels if you invited into your premises (abit like vampires.... hmm).
There was a change last-year (somebody anticipating the credit-crunch?) to extend this which enraged the Citizens Advice Bureau etc, but don't know the details.
