Really?
Perhaps you should also consider that most posters here aren't, in the least, interested in the situation in Scotland.
A Google search will reveal that in England and Wales, whilst bars may be required to provide water, they are entiled to charge for the SERVICE element. I have been to Salsa venues in London where the venue have stipulated a "Cover Charge" of £1.50 for tap water. Very fair in my view!
